A central question for education authorities has become ‘‘which factors make a territory attractive for tertiary students?’’ Tertiary education is recognised as one of the most important assets for the development of a territory, thus students’ mobility becomes a brain drain issue whenever there are prevalent areas that attract students from other territories. In this paper, we try to identify the most important factors that could affect student mobility in Italy. Local State-Society Relations in Romania

The chapter on Romania illustrates the working of networks of local state-society relations in a top-down context where the central government mandates the creation of networks and local governments are supposed to initiate and operationalize them. The chapter discusses two collaborative networks—local action groups and community consultative structures for child protection—and two self-reflective networks—local working groups on Roma issues and consultative committees on youth issues. In the summer of 2010, Romania undertook a process of hospital decentralisation as part of the reform in the healthcare sector. The national newsprint media covered the process thoroughly. This paper is a study of how key stakeholders' views, attitudes, beliefs and attitudes towards decentralisation are represented in print media. 106 articles, published between June and September 2010, retrieved from the online databases of six leading national dailies were analysed. Transfer of powers and reallocation of the social capital available to junior governments

The article starts from the assumption that the production of junior governments in sub-central jurisdictions such as the department of the region is related both to the powers or resources that they receive from the central government and to the social capital which is available to them. A model is proposed in which both elements are considered as factors o f production. The second being able to move only slowly across levels of jurisdiction, the central government is itself unable to transfer rapidly powers or resources from one level to another without running the risk of an efficiency loss of the whole which it would find unacceptable in terms of electoral support.

The 1983 Reforms The current structure of higher education was established by the 1983 University Reform Act, which greatly revised the legal framework of Spanish universities. Formerly completely controlled by the central government, universities have gained in autonomy and now depend more on regional governments. The legal reforms also democratized the internal structure of universities. Power was transferred from the state bureaucracy to university-level governing bodies, including nonacademic staff and students, that have decision-making powers in matters concerning the institution and departments and in electing the rector, deans, and department heads.

When the Republic of Latvia gained its independence from the Soviet Union in 1991, one of Latvia's first priorities was to rebuild its system of local government. This article describes many of the problems local governments in Latvia faced after 50 years of communist rule. The article also discusses the new Latvian laws which changed the structure of local government in that country. Also discussed are Latvian central government institutions which impacted on local governments in general and local government finances in particular. The unique status of the Capitol City of Riga, Latvia's largest municipality is also reviewed in detail.

Abstract The paper offers a critical discussion of resource use in a national park, Baluran, in Indonesia. In general, an increasing accept of the need for livelihood security, also for people living in or near natural conservation areas, are challenging traditional systems of national park governance. Abstract The efficiency-driven trend towards amalgamation characterising local government reforms in Europe seems to have escaped Romania, which displays a significant increase in the number of local governments post-1989. This is the result of rural first-tier local governments splitting into smaller units.
